Eleanor joined Tendo after completing an MA in Public Policy at King’s College London. She graduated with a degree in History and Politics from Warwick University in 2019. She has previously completed a range of internships, working for an MP, a political thought think-tank and two other public affairs consultancies with a focus on health and finance policy.

David Beer

David provides research, monitoring and technological expertise for financial education, transport and cybersecurity clients, ensuring teams are kept informed of the latest political developments and key figures are identified. He is also involved in digital communications, in particular social media engagement, as well as events organisation.

David joined Tendo after working in communications at a German research institute, having completed master’s degrees in Global Studies and Economic History at Leipzig University and LSE, respectively. He is a fluent German speaker, having studied the language for his bachelor’s at Oxford University.

Will de Peyer

For five years, Will worked at the heart of the Government as a Special Adviser providing strategic and policy advice to the Chief Secretary. He was intimately involved in Budgets, Autumn Statements and Spending Reviews. Prior to that he held senior advisory roles within the Liberal Democrats. In his earlier career, he worked in several major City institutions providing him with a keen understanding of the financial services sector.

Peter Carroll 

Peter is a Founding Director of Tendo.  He is a multi award winning Public Affairs, Communications and Campaigning professional with over 30 years’ experience in politics, government, elections, communications and campaigning.  Prior to helping set up Tendo, he served as a Special Adviser in HM Treasury during some of the coalition years.  

He has been deeply involved in numerous public affairs campaigns across a wide range of sectors.  He set up and won several of the highest profile public affairs campaigns of their time including Joanna Lumley’s Gurkha Rights Campaign.  

In his early life, having secured a degree in Physics, he initially worked as a research scientist and then served as a Commissioned Officer in the Royal Air Force.  He then spent a number of years running his family’s logistics business.  But his career passion is politics and the art of campaigning.

Paul Gaffney

Paul is a Director at Tendo, with around twenty year’s experience of providing public affairs, political, communications and media relations advice to leading politicians, businesses, and trade bodies.

At Tendo, he advises clients across the transport, tourism, ocean and infrastructure sectors. This has included advising Brompton Bicycles, National Oceanography Centre, Heathrow Airport, the Airport Operators Association, ABTA, Lendlease and Midlands Connect.

He began his career in Parliament working for a senior opposition frontbencher and has provided media advice on several General Election campaigns. He has also worked for The Football Association, a global communications consultancy and led the strategy and public affairs team at a major housing provider.
