How to engage with the 2025 Spending Review

10.02.2025 | News and Insights

With the Government in the process of Phase 2 of the Spending Review, we are looking at the key questions to ask yourself when thinking about how you can best influence the outcome.

Right now, organisations have the opportunity to submit comments on funding priorities and policy ideas that could inform future government spending.

When making your organisation’s case to HM Treasury there are a couple of things to consider . . .

  • How does your policy ask support the Government’s priorities and fit into their agenda?
  • What is the problem your policy suggestion will solve and what will happen if the government does not act?
  • What is a compelling and genuine economic or social narrative and do you have credible analysis to back it up?

  • How does your policy ask align with others in your sector or support others in similar areas?
  • Have you thought about how to work with the department and officials that would implement your policy to overcome any of their concerns?
  • Have you thought about how best to engage with parliamentarians, particularly Labour MPs, to raise the profile of the issue and your policy suggestion?

Throughout the process, the Government is going to be faced with difficult trade-offs.

Understanding how these tough decisions are made can be the difference between a successful and unsuccessful submission.

Having sat on both sides of this process, our team understand how to effectively navigate Westminster and Whitehall to give your ideas the best chance of success.
